同步配置不启用问题 #820

在主nginxui节点上我新建了一个模板站点配置并设置为禁用状态，当使用该模板站点配置复制新的站点配置后，先启用该新站点配置再进行同步的话，会导致同步到其他节点的站点配置为禁用状态，主节点上手动禁用会报错同步失败，再启用后同步成功，这个时候其他简单的配置状态才为正常的启用状态
