v1.10.23-lts

Problem Description

安装ufw，在1panel防火墙禁用了853/tcp udp（或者不设置853规则），但是853端口tcp仍旧是ping通的，dns dot这些服务也仍旧可以使用。

三台不同商家服务器安装了1panel都是这个现象，没有安装1panel的ufw 853规则正常。

Steps to Reproduce

开启853/tcp udp 禁止访问，或不设置853规则
adguard home 853:853 tcp
