The current implementation of power law eDF doesn't seem to care about the gamma cutoff (in either the fits for emiss/abs, which are from Pandya, or the definition of dN/dgamma_e, which is used in the hotcross & compton files). My inclination is to leave it like this (thus my choices in the related commit 168ba61, but I'm raising it as an issue for documentation purposes.
