Enhancements: Restart SKYNET or Update BAN lists via scMerlin UI and for SKYNET: ability to set own BAN update times

The first two are suggested enhancements for scMerlin, as follows:

Normally, I have SSH disabled then I would open when I need to when doing tasks in jffs, amtm ,etc. It would be great if the developers of scMerlin xould consider adding two function in the GUI to be able to:

1. Restart SKYNET
2. Refresh/update SKYNET BAN Lists.

For SKYNET particularly:

Allow users to set the daily update time for BAN Lists refreshes, as it is randomly set now, where often it is when heavy usage is on-going. To be able to set to say 3 AM, would be way better.
