Does the scaling_max_freq affect the turbo boost max?

1. Does the scaling_max_freq affect the turbo boost max?
2. How can I discover the upper-end of the range for my 4750U?

Perhaps there should be a section in the readme for discovering processor information. Googling has yielded little useful information.

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies

Are these values the only ones supported, or if something else is set, will it use that frequency?
