Is your feature request related to a problem? Please describe.

Currently, it is not possible to install a cached version, because the first step to retrieve the download link fails as we determine that by contacting the Github API.

Describe the solution you'd like

Maybe we could improve the cache to also store meta information such as platform and version per downloaded binary. Then we could do cache look ups via meta information instead of getting the download url and then the filename.
