Caution & Notices:

• not all tags need i18n. Usually, tags related to programming (and even techniques) are English only.
  • need a list to maintain all tags without i18n, so that if we decide to give an i18n translation, we can quickly find it
• Folders defined i18n tags needs to have their folder name exactly the same as the English name
  • so that we don't need to remember the folder name, tag name is folder name
  • e.g.: Anime (动漫) use Anime instead of anime as the folder name
