Move Jenkins project to groovy based scheme #1

Move the Jenkins project to the groovy based scheme. This either means changing the project to cmake, or to create a Make-based groovy pipeline.

The job now is running in the new Jenkins scheme with groovy scripts. However, it only succeeds on bionic. It is not understood why it fails on xenial. There is a ticket to follow up on this (#4).

The remote tests are not working yet. Again, follow up ticket has been created (#3)

This ticket can now be closed because the remaining tasks have follow ups.
