I have tried several Linux and Windows computers, with 4 and 8 cores, looking for the bip38 key of a paper wallet generated with bitaddres.org. Only one core is worked. I have tested version 0.19.0 and 0.19.1.

I am doing something wrong?

FinderOuter should automatically use all available threads when searching for BIP38 passwords. If it doesn't, try using the settings section on the left panel and play with the slider to set the number of threads manually. You can click override if the max core count is set wrong.
