v3 OnChain Governance: Make Blockheight Cycle visible

What would you like to be added:

Possibility to see the start of the next votingcycle. Atm i found only the cycle-end in a active proposal, but when no proposal exists, no RPC-Command or other idea to find out the start of the next Votingcycle.
Try it in Testnet and Mainnet with v3.0.1.

Why is this needed:

To know the "deadline" of new proposals/DFIPs.
