Reduce the use of references and hide some of the less user friendly devices out of i10.py.

Acceptance Criteria

User facing devices should be as simple as possible.
Users should be able to scan energy and polarisation.
Users should be able set energy offset between the pgm and Id, this offset should remain during scan.
User should be able to set id polarisation.
Doc string in i10.py.
All test still pass.
All devices still connect.
Fix issues cause where add reaables no longer read when the device is passed by reference.
