Add ability to upload files related to a specific Identity #1

Identities should be able to upload content for use in their Identity.

Examples:

Staff, Individuals, organizations, can upload a Image, picture of themselves, or logo.
Uploading scanned documents or pictures of identity cards that are reusable.

All files should be segregated into separate folders or "owned" by their respective identity.
