Add a way to navigate up/down through top-level comments

Add a way to navigate up/down through top-level comments, without having to use physical (volume) keys.
For example, changing how the "Jump to Next Top-level Comment Button" behaves:

• if scrolling down, go to the next top-level comment
• if scrolling up, go to the previous top-level comment
