Enhance Power Slider to work with high thread-count CPUs.

When there are lots of CPU threads, the Power setting slider should accept lots of potential settings.
e.g. If enabling M of N threads has a meaning for my CPU, then I should be able to move the slider to (M/N) of the way to FULL.

(You may want to wait briefly before modifying the functional setting to avoid making too many changes too quickly.)
