The instructions con cat.eduroam.org still mention the old ChromeOS URL, citing the info text:
Please download it, open Chrome, and navigate to the URL chrome://net-internals/#chromeos
As Jason McDonald and Martin Pauly have pointed out in cat-users mailinglist, the current url is
chrome://network

How to reproduce issue

Try to use chrome://net-internals/#chromeos on new chrome-os devices
