Spike: map agencies to location

Summary

As explained in #3612, one approach to enabling users to filter by location could be to infer whether an opportunity is intended for domestic or international grantees based on which agency it comes from. This ticket is to try mapping agency to domestic|international and see if the mapping works.

Acceptance criteria

• Spreadsheet created with list of agencies mapped to domestic|international
• Follow-up tickets created if we think this is a viable solution
