希望管理员可以直接对bot进行设置

如题，有些情况下群主无法对bot进行设置，需要管理员来设置，比如说语言包的群组，群主是Telegram，Telegram肯定不能设置bot，所以需要管理员设置，但是没有群主的授权，管理员不能对bot设置，这就造成了一个死循环

这个我最初有特别处理的，如果识别到一个群没有群主会自动启用信任管理。语言群的官方帐号群主曾经也做过特殊处理。

但是后来相关逻辑被删除了，具体原因我不太记得了。但这个问题我会继续尝试改进的。

如果有这种群，目前可以告知我，我通过后台启用相关设置。
