Describe the bug

When editing an Alert Template or Alert, Cacti's navigation breaks. These files should be deprecated and removed and their contents should be merged into their respective parent files gridalarms_alarm.php and gridalarms_templates.php

Expected behavior

Cacti navigation should not break when editing an Alert or Alert Template.
