Duplicatation of persistent URLs #45

It is currently possible to register the SAME URL multiple times. Thus

0.14469/hpc/2865 2017-08-08 17:51
10.14469/hpc/3559 2018-01-03 09:19

are exact duplicates. Is it possible when a duplicate URL is detected to return the existing DOI rather than register a new one?
