Collection and New Collection Page Permissions Check

Overview of the Feature Request
Check if the user who wants to create a collection has permissions to do so within the sub-collection where is located.
Hide Add Data => New Collection button inside Collection page if user don't have permissions.
Also in the New Collection Page, if user don't have permissions show only an alert telling the User he doesn't have permissions to create a collection inside that specific collection.

What kind of user is the feature intended for?
All users.

While working on issue 319
