The work defined here replaces the following NIH OTA plans:

• Support software metadata [was Aim 1.3.1]
• Research and discovery phase for biomedical workflows support[was Aim 1.3.2]
• Support biomedical workflows [was Aim 2.3.1]
• Research and discovery phase for containers and research objects support [was Aim 2.3.1]
• Apply container, RO, workflows support to a few NIH-funded projects [was Aim 4.3.1]
