Avenues for controlling FaceTime HD Camera on T1 / T2 SoCs

OBS appears to be able to control the framerate of webcams even on newer generation devices. This is not done with filtering or a virtual webcam; simply adding a capture device and setting the framerate ("Use Preset" must be unchecked) will result in the webcam framerate changing across applications (the virtual camera security extension does not need to be installed).
