Bug description

When acpid is not running, a thread goes into a tight read loop and locks a single CPU at 100%

Steps to reproduce

Disable/stop acpid and restart lightdm

Expected behavior

Normal CPU utilization, acpi_listen not running when battery/brightness options disabled, owning thread detecting that acpi is not available.
