Description

The Copier workflow tries to update and create a PR for the user. This is great when it works, but it frequently won't because there will be conflicts in some files that need to be solved manually.
Instead, we can create an action that creates/updates an issue to "Update to Bestie vx.y.z" and shows the ChangeLog.
