More prominent info about Julia Editors and IDE #873

Perhaps the Download Julia page should mention that Julia can be used in different editors and IDEs (maybe a link to the panel "Editors and IDEs" scrolling down the main page).

E.g.

We provide several ways for you to run Julia:
- . . . . .
- Using IJulia, a Julia-language backend combined with the Jupyter interactive environment (also used by IPython).
Follow this link for an introductory video.

https://www.rust-lang.org/ for example has that as a separate page in the top navbar. Would that be a better option?

Might as well combine it with the refactoring of moving tools to their own page.
