Task to fix incorrect feature tags - "canals" as ditches.

Description

@JAT86 filed a ticket: OSMPH/papercut_fix#40 seeking to address waterway features currently tagged as waterway=canal but are more appropriately tagged as waterway=ditch+irrigation=yes, following accepted mapping conventions.

The project task is created to help volunteers coordinate their efforts, and avoid duplication of work.

Improvements that are intended to enhance the data include the following:

• Improving waterway classification consistency according to OSM guidelines
• Digitize missing waterways
• Improve geometry

• The contributors will follow OpenStreetMap, regional, and national practices, along with Kaart Data Team Guidelines guidelines, as appropriate.

• Public traces (OSM GPS traces, Strava)

Validation and Error Detection

The contributors will visually check for errors together with using JOSM validation warnings prior to committing the changeset.

In addition, the contributors will review their work in accordance with the task guidelines including the OSM Wiki and LearnOSM validation conventions.
