Final config YAML is missing 'settings' section

There might be some threshold or some trigger setting that makes it appear.

I made no changes and the final config had no settings section.

Went back and changed one setting "create asset folders", still no settings in the config yaml.

likely related to the non-intuitive/non-obvious button on this page as making a change to the setting page (anyone) will change the greyed out Validate button to "active" so until you hit validate button, it won't commit the settings to the DB. By not validating the page, in the final output, it ignores adding that section as its not 'valid'
