这个功能解决了什么问题？

matrix或者其他场景，同层级下条件和条件，组和组之间通过拖拽功能可以轻松移动顺序，目前只能通过删除再新增的方式实现

你期望的 API 是什么样子的？

配置中增加拖拽开关控制
