Add a test to check that version information was pulled from git (Version != 0.0.0)

I have a thread test that demonstrates that mdsip served trees do not work in multithreaded applications.

As was discussed with GA in October 2023, cross-version testing is needed. For example, new client software working with old server software. Or more likely, old client software working with new server software.

Additional test servers have to be established before those test cases can be written. It will also take some work to configure the Jenkins build server to run the cross-version test suite.

Issue #2652 indicates that it would be useful to expand coverage of the mdsip test suite.

We should allow setting the environment such that the tests can be run out of the installed /usr/local/mdsplus directory (they currently only run out of the build directory)
Then, we should provide an additional package, mdsplus-BRANCH-test (or perhaps core-test, java-test, python-test separately) that contains the tests, and allows for running them on a deployed system, so that users can test their installations against their hardware/config/etc
