Maybe it's just me but, the similarity between the two sites paired with the slight heading deviations makes the menu navigation a little disorienting.
Some examples include:

  • Tools And Workflows and Standards and Protocols swapping order
  • Link to other portal in different places
  • Partnerships moving
  • Chatbot moving to the other section

It seems the feedback from the NIH also mentioned these inconsistencies
