Currently you can GM mothball a unit even when it's on transit, or GM mothball once they arrive, which helps when you don't have enough techs to support the unit, but given that units slowly degrade in the hangar/while in transit/etc without being mothballed/attended, it makes more sense if they are able to be shipped mothballed at the campaign's option.
Use Cases or Rationale
Reduce strain on units running at low tech capacity
Avoids new units suffering damage due to nags being turned off if a unit arrives and goes unnoticed
'Makes sense' - verisimilitude increases as units aren't being shipped across the galaxy unmothballed, where players will recognize that it would likely arrive broken and degraded due to unattended transit.
