Without Tinkers' installed only the default green bounce pad is craftable. If Tinkers' isn't detected I think there should be a fallback recipe using vanilla ingredients.

Crafting a green bounce pad with light blue, purple or orange dye seems simple enough.

Great idea. Just one small problem I don't think Forge has a way to disable recipes if a mod is loaded. Maybe I can figure something out though.
