Provide mechanism for generating HTML webpage with plots and figures #16

Want an accessible interface with easy-to-read plots / figures and easy-to-navigate structure. Options include jinja templates or generating a Jupyter book.

We should also develop a nice landing page, possibly with NCAR template pages that already exist similarly to the /project/webshare/projects/ space on CGD machines. Along these lines, we also discussed pulling website functionality out of ADF (#30). The main landing page could link to either jupyterbooks or additional html pages
