Not sure if this is the right issue, but can we make sure NCO tools and Python are installed in the containers?

I've added two issue in which we can add to the task list which tools we need:

elm-fates container: NGEET/tutorial-containers#6
jupyter notebook container: NGEET/tutorial-containers#7

It would be good to drop a github permalink to the lines in the scripts in which the package or function is called so we can cross reference them.
