As we talked in the last dev meeting, most of the surface obs (including all of those created by the processing with the CLI tool and monetio) lack any capability to take into account quality flags. We do have filtering options for values that are too high, too low, etc., but often the datasets include a column called "Qualifier", "Quality Flag" or something similar, that should be (optionally) taken into account. This is indeed done for satellite data, where we have a specific technique for each instrument, but admittedly not in the (more generalized) surface.
Examples of such datasets are AQS, AirNow, CDPHE VOC Canisters, etc.
Zach is looking at it at the MONETIO level, I am looking at it at the MM level for canister data.
