Convert marine LETKF task to use JCB yaml config files

What new functionality do you need?

Currently the marine LETKF task uses yaml or jinja yaml files in the GDASApp repository for staging, configuration and the like. These should be converted to yaml or yaml template files in JCB repositories.

What are the requirements for the new functionality?

The results should be the same as they currently are, but while using JCB config files.

Acceptance Criteria

• hybrid ctest case for WCDA and other tests that run the marine LETKF task pass with output unchanged
