Load Order - REDmods support

Create a view to see mods that need ordering for CP2077 REDmods
The list can be reordered using up and down arrows.

UI can be simple for the initial implementation.

When the list works and the reordering works then move onto updating the UI

Further considerations include, drag and drop functionality which may inform how you work on this.

Please highlight any issues or problems you find when working on this.
