Review and fix road upgrades/downgrades by "mapper03"

User "mapper03" has been upgrading or downgrading classifications of roads, some of which can be contentious, and others which are completely OK (such as those involving those considered inner/collector roads or links to small town centers). I'm not attempting to upgrade/downgrade them until reviewed, so I'm listing some roads (along with relevant changeset and description of route) needing review:

• Dalton Pass Diversion Road (see https://www.openstreetmap.org/changeset/87711039) - future eastern alternate route of Maharlika Highway through Dalton Pass. Under construction, with majority being rebuilt from dirt roads.
• Tagaytay - Nasugbu Road (see https://www.openstreetmap.org/changeset/87681129) - link between Tagaytay (small city) with Nasugbu (large town)
• Mauban - Tignoan Road (see https://www.openstreetmap.org/changeset/840310890 - incomplete coastal road between Mauban and Real (at Tignoan junction). Remainder under construction, Mauban segment already numbered Route 604
