Versionless feature impact on server package

Version-less features being proposed in Epic #25704 describe defining features by their function only without specifying a version.

Versionless features defined in a server.xml should "resolve" to a versioned feature prior to the packaging process.
Possibly another api could be added to the kernel Feature Manager that simply returns a list of "resolved" (versioned) features before sending to the server package operation.
