Investigate handling of ExplicitInputs in the NetPyNE importer #13

Inputs in InputLists work fine, but ExplicitInputs do not always. We need to

  • clarify the difference in the two (when should each be used)
  • see how the NetPyNE importer is handling them
  • make fixes to ensure both work
  • add tests to ensure both continue to work
