Add option to submit job but not wait for it to complete and download outputs

With larger jobs, we may not want to wait for them to finish and block our consoles, and we may not want the outputs to be downloaded either. So, a "submit_bg" type command that submits, but does not wait would be useful---especially to use via python scripts.
