Add a navigation rail from the Material Design specification.

One would need to do some research how this could be applied. Here are some research questions.

Does it make sense to show a navigation rail and a side sheet at the same time?
Can I have more than one navigation rail on a website?
What are all the elements that can be contained and are these elements already implemented in our package?
