Annotation: Write first, choose questions afterwards

When annotating, you at the moment have to first choose a questions set and question before you are allowed to write your thoughts. In order to better get in line with open annotations, you should be able to first write the text and then pick questionset and questions.

Also, it should be possible for every user to go back to the analitic one produced and change question and/or question set later. At the moment, only admins can do that.
