layer names need "translation" to more meaningful descriptions

The variable description of a layer, from the selection tool, appears as maxele63, maxwvel63, etc.

these are not intuitive to the general end-user. Need to "map" these to better descriptors.

Note that the layer cards do have better names:

maxwvel63 ==>> Maximum Wind Speed
swan_HS_max63 ==>> Maximum Significant Wave Height
maxinundepth63 ==>> Maximum Inundation Depth
