Timeout for test_py_3.12_backend #3722

test_py_3.12_backend times out.

ctest -R test_py_3.12_backend . -VV

3/3 Test #397: test_py_3.12_backend .............***Timeout 1500.00 sec

The test case takes longer to complete:
3/3 Test #390: test_py_3.12_backend ............. Passed 2552.46 sec

Need to investigate what part of the test takes such a long time to run.

Did initial investigation and assigned to MIOpen to look into. Currently, it has been assigned to another team to reduce time by caching the decompressed bundle.
