RPG::Base not found by Zef

So I figured I'd play about with MUGS over the weekend and went to install it with Zef (rather than my forked repos for now).

It's got RPG::Base as a dependency, but that's not installable via zef. I'm installing it manually but I figured you should know.

What do you see when you try to install RPG::Base via zef? I haven't seen problems when building the Docker containers locally, which is about the cleanest environment I have to hand -- can you paste what you're getting?

Checking recent CI runs, it looks like RPG::Base is installing fine in the GitHub workflows as well.

Mind you, all of this is on Debian/Ubuntu Linux variants, so perhaps a platform issue?

So I tried this on Ubuntu 20.04 running the rakudo-pkg install of Raku. I will take a look today, it might be a resolved issue. (There was also a bunch of fun with SSL but that's another story).
