Prevent click events from scrolling

Currently anywhere at the very top or bottom of the scrollbars div causes it to scroll - is this expected behaviour?

If it is, would it be possible to add an option to prevent this behaviour? The app I'm working on has a div full of clickable elements and currently clicking on an element positioned at the very top or bottom causes scroll behaviour rather than the element being selected.
