IOT Coldstore download with smaller time-frames

Currently we always trigger the iot download from the coldstore with yearly slices. If the time-frame is to large we need to downscale the time-frame to half-yearly, monthly, bi-weekly, weekly, or even daily slices.
In this enhancement we should also then use the config parameter ["extract"]["time-series"]["time_range_interval"] for the initial starting interval.
