Settings created under one Windows user can't be found under another Windows user. How can I save to a file or copy these settings between Windows users?

AlienFX version 9.0.3.0
M17R3 Windows 10 Pro.

It's true, tools settings per-user.

I have a tool named alienfx-config among others, it's for backup/restore/delete settings. Run it without parameters for usage.
