"You cannot mount that mob" message

I've put this on the discussion forum because I am unsure if this is a bug.
When right-clicking mobs inside a claimed area, a message appears in chat which says "You cannot mount that mob". This has been observed occuring for horses and villagers.

This is occuring with the permission node towny.claimed.* given to all players.
Is there a way for me to fix this, or is this a bug?
I can provide more context on my configuration if needed.

Towny does not have any message like that, since it also does not have a feature for preventing players from mounting mobs in claims.

A quick github search indicates that this is most likely something from purpur: purpur config.

Purpur was the issue. I assumed it was Towny because this message didn't pop up before I installed it. Thank you!
